Vegetable and Feed Cutter?

I recently found this with my detector and was wondering if anyone knew what it was or what it went to. It says Vegetable & Feed Cutter. Fishel's and at the top has Pat Oct 1883. Does anyone know if it went to a bigger machine or what it was used for. It appears to be made of cast iron and weighs close to 40 pounds. Also any ideas on how to clean a piece this big? Thanks!
