Valve Stem?

Is this part of a valve stem? The round part says either "Chance 65K" or "Change 65K"

The givaway is the section just under the head. It was desogned to be driven into a "plate" of that thickness and fit tight without turning. My first thought is part of brake hardware. However, and number of applications where it acts as a stop movement device. If It had a grove ot notch, it would be a spring anchor. Maybe CHANGE @ 65K. Just a direction of search.

I think its part of a Chance 65 K removable head fuse link, part number M65KA23.
