Unusual object. Clamp? What?

While going through some estate items given to the museum I came across this item. It is about 5 inches long as shown in scan. It is obviously what is known as new-old-stock from an old hardware store. It was in a cardboard box that just turned to dust when I opened it, so I know it is very old. There is a strip of black felt attached to the screw and bolt that go through it. The dust you see is from the remains of the box.. No directions No markings what-so-ever on item. It is painted black. The widest part is one inch, the smallest part is 1/2 inch. Anyone have a clue?

SWR: There is no brand mark on this item. Would it not be brand marked? I'm looking again and see nothing. ???

very similar to what we used to hang art work for shows in college

Not enough felt and to heavy for that, I think it would break the glass and the clearance on the screw end is too shallow. There is a slight lip on the screw end of the object, like it clips over something.

No I dont think I would hang a portrait or a Clementine Hunter with it.
dude its college pukes worthless art work thats all.......for critiques,shows,etc
