Unusual hardware - brass screw?

I'm wondering if anyone has any idea what this brass fastener is. I am making a guess that it could be marine related as it was found nearby an old California fishing harbor in use since the early 1800s.

The slot on top is not quite centered and looks almost hand forged. Therefore it strikes me as fairly old.

It's an unusual almost decorative shape. It's not a wood screw and not a bolt. It seems rather specific.
At .6 of an ounce, more material used than needed for a simple fastener.

I've never seen anything like it and can't find anything similar on the internet. Not the world's greatest mystery, but still an interesting puzzle to solve.
 I also found an old square nail at that location, so there had been an old structure there at one time. It's a vacant lot on the bluff above the harbor today.

It is sort of a similar in shape to an oil pan drain plug, but if so i'm not sure why it would brass, and not a bolt head.
