Unknown shell casing

Found this today while MD a park near a WWII era Army airfield. The only marking I could find was W.R.A. M39AI on the primer. I think it is a 40MM shell of some sort but not 100%. The diameter is 1.5 inches and just under 4 inches in length.

I think it's a flare, or smoke load.

There are many different rounds in 40mm....grenades being most prevalent. The green band is the indicator. Different colors for different rounds. I have found these in the keys, right by the boca Chica air base. Mine have been flare rounds !
