Twisted ?

I really have no idea what this could be. Looks like it attached to something at the bottom. The metal is twisted but i don't know why or what it was for.

The twisted metal probably held plastic bristles like a toilet brush does.So my guess would be some type of cleaning brush.

My first thought was a rug beater also. A twisted cable end seems logical too.

Yes it does look like the looped end of a cable where you would slip it onto the hook of a hoist.
