It is half of one of the variations of a Hames (also called a horse-collar), which is horse wagon-harness equipment. Here are some images of other variations of Hames.

Hames are difficult to accurately time-date, because they have been in use for centuries, and of course are still being manufactured today. All I can say on that subject about yours is that I think it is from sometime between the late-1800s to early-1900s. The very-detailed diagram below is dated 1934.
