It looks like an access plate that I've seen on electric motors as well as other components.

You mean a VIN number. I don't think that is what it is, but can see where you are coming from.

ok, i go with remnants of old boat thermometer. theres a recess for the glass vial, its got screw holes to screw it down and its made of something other than steel so it dont rust on a boat.

I'd say back plate for a themometer too.
The black paint in the bottom of the formed area put there to serve as a backdrop allowing you to see the mercury color through the glass.

Is one or both of the areas on the ends of the formed groove a bit larger then the rest of the groove to allow the "bulb" of stored mercury at the bottom of the thermometer?

I don't think it's a piece for a thermometer.
There is no space for the mercury reservoir, also if it's not rigid the glass would break.
It looks like it should be riveted to what ever it attaches to with the rib side out.

Looks familiar, but sorry I can't place it. :-\
