The reverse is not quite clear enough to match what I believe is a seated figure left rather than standing with:
The obverse which seems to be Vespasian (AD 69-79) with a legend beginning IMP CAES VESPASIAN?
Depending on size & weight it is either an AS or SESTERTIUS – unless radiate head can be seen in which case a DUPONDIS.

Afraid that is best I can do in current picture state.

The bottom 'Turkish coin; depicts the image of a 'tughra'. The first tughra appears on coins during the reign of Ornan (1326-1362), but his tughra differs from the OP's coin; ergo, this coin was minted after 1362. Each sultan had is own tughra but the condition of this coin's tughra defies proper attribution.
ID-ing that coin may be based on the image on the reverse side of the coin.
