Just a wild guess, but it looks like something you would use for glazing putty on windows, or a weird grout knife.....I can't seem to figure out the wires....lol

guessing the wires are a guide before the tool hits its target
more I think of it, the pictures don't look like the same tool

No idea. If you add a ball to each wire it would make a clapper noisemaker. ;-)

Good point. Maybe the flat wires were driven into the handle to better secure it with the intention to cut off the excess length, but that was never done.

Do you know anything else about this item? I sent pics and a link to a tool collector guy who specializes in trowels and masonry tools.

He said, "Wow, that’s very unusual. I looked at the pictures on the site. It’s too light weight to be a masonry or plastering tool. The handle is too small and it would have a ferule. It’s probably a kitchen utensil or for other indoor use."
