O.K. my turn. Here is my first Whatsit post. It is obviously not complete and maybe easier to figure out if it was complete. I have some guesses but I don't want to influence anyone's answer.
One side the stamp says "ROYAL" "K&W" the other side is stamped "PAT'D" "OCT.1877" It is made out of iron and luckily I found it in nice dry soil. The long rod part is 11 inches long with no threads at the end. Diagonally across it a little over 8 inches. I don't know what else to say other than have fun with this one!
Dave.

Can't quite make out what the lettering says. Looks like part of the frame of an old school desk? Monty old

Well heck Monty always knows his bullets so can't go wrong with this. It looks like the ornament on a old school desk and possibly the apparatus would also make the seat go up and down. A picture from just a generic antique desk shows some simularity.

It may be "PAT'D OCT.18 77". Oct 18, and 77 meaning 1877 because it is usually written month, day and a two digit year. Maybe someone can search patents.

Hello, thanks for your responses. I've had more time to study this apparatus and noticed some important features that I swear I did not leave out on purpose. I took more pictures of these details and they are in order as I explain them. If you look at the previous pictures with the writing and dates you will notice a pin/bolt that goes through. The top head piece (with the writing)was loose at one time and if you look at the first picture I'm sending now you will see that it looks like a seized bolt when in fact it the bottom head base piece goes through the top head piece. Photo 2 hopefully shows what I'm talking about. The U-shaped piece (photo 3,4,5) is definitely NOT welded to the entire whatsit and appears to be some sort of clamp or spring action that would have caused the top head piece to move back and forth. This means that the space between the 2 heads would get bigger or smaller.
Finally, the long rod is bolted as you may have seen. The bottom 2 "legs" one of them has a hole indicating that something else went into it.
This piece was "mechanical" in some way. I hope I make sense :icon_scratch:. Thanks for taking interest!
Dave.

I think it could be part of an old singer sewing machine foot peddle? Or not? :-\

Good observation pippen. Yes it is a spring and the two heads clamp to something.

Muddy, could the date be Oct 10? Are you sure it is an 8?

Is there a site for searching Canadian patents?

Sorry for my first post, but I might have an idea on this one.

Is a picture of an old washer tub wringer, just to kinda show the base mounting section. Now picture two wooden rollers with smaller center posts pressed together between the "mouth" of the clamp (between the 2 heads).
I like that idea  I was trying to figure why the 'rounded-ends oblong shape' that must have fitted there.
I believe they were called 'mangles'.

My guess is that it's something decorative for a wagon, and that the handle is used to lock/release something....

Whatever fits between the two heads would be an oblong shape.

Its racking my brain too but I guess I already have a rack on my brain ;D I love all the great ideas everyone is coming up with. Its definitely Victorian and the numbers are 1877 or 18 77. I'm sure if I lived back then I might recognize what its from. I see a lot of antiques everyday, but it just won't register in my head. The main thing is I enjoy living with it (and my wife) ???
Please, keep those answers coming!
