yeah it is Russell co. and I have researched to come up with a company that actually made suspenders. not 100% though. thanks.

It is indeed a suspender buckle. Unusual maker too. You don't see very many of the Russell company ones. I've collected them for many, many years and have only seen maybe 2 more like yours.
