Thin brass plate with swan or pelican

Any thoughts? It’s thin, 7” wide with a small rivot on both far ends on the backside, presumably for affixing to a box or piece of furniture. I’m mainly interested in the motif and whether the bird depiction points to a place of origin or era. The bird reminds me of treatments I’ve seen of pelicans but my research reveals very few pelicans with outstretched necks.
