Looks like another one of our "allies" is making nice nice with the Chinese vis a vis banking and financial systems. Many of the BRICs along with some of our traditional allies have been signing agreements with the Chinese for the past few years in similar ways.
Once Russia and China, etc, have their own version of the SWIFT system which is headquartered in Belgium (they are both working on it from what I have read) the US will lose its ability to "sanction" like they have been doing to Iran and trying to do to Russia (SWIFT still lets Russia in from what I have read).
I can't think of a closer ally than the UK, so if they are doing it so will EVERYONE else.
Just my opinion.
