Do I even know what that is? Nope, definitely not.

The bar measures about 2.5mm in diameter, while the star is roughly 8mm from point to point. Length, we're looking at 54.7mm and 30mm. Thanks for looking!
 

The one on top in the second photo looks to be from an old oil lamp, the part that moved the wick up or down I think. Interesting finds, probably have 100 years or more age on them.

You may have been thinking of spurs rather than stirrups?
Coinman may well be right, and I'd add that both may have been wick adjusters, as the two gears on the longer one were originally much closer together, based on the splined area of the shaft where I presume they belong.
