the head of Teddy Roosevelt? what era is this from?

found this old moulded plastic head of what looks like president Teddy Roosevelt? wonder what this came from? how old is it? looks like it might be for a bottle top or something??

it's about 3" inches tall

I remember these, as my mother use to sell Avon back in the 70's.

You should see if you can find the bottom...alot of those Avon Decantors are COLLECTIBLES!!!
