Fort Payne chert, Allen County, Kentucky. From Jon Dickinson, who got it from the finder, Cecil Hewett 15-20 years ago. No idea what the spots are, but I've occasionally seen them on other artifacts of this material.

Matches the Solutrian Plane Face Point type example illustrated in Across Atlantic Ice in size, shape, blade origin & edge curation.
