Looks to me like a guy rope tightener. Put a knotted rope through the round hole, then through the eyelet of a tent, then back through the keyhole shaped hole. The knot at the end of the rope will go through the holes but not the slot. Pull on the wood thing to tighten the rope and let go. The tension twists the wood thing to put friction on the rope at the round hole and holds the line tight.

Just my opinion.

I have not read all the suggestions of what it is but i ll go ahead and say that i believe that it is part of a wooden plane. Im just taking a shot in the dark like everyone else but there maybe someone out there that can confirm it.

HMMM Old wood and iron plane .. Measures
20 inches long x 6 inches high x 3 inches wide http://www.goantiques.com/scripts/images,id,878791.html Mojjax, I think this piece was a "guide" attachment for the woodplane...The holes are there for the attachment to the plane itself with big wooden or metal dowels....just guessing!
