Yes it is rock we have a lot of natural pipestone in this area and it would appear to be a dense version of pipestone. Some pipestone around here is so soft you can scratch it with your fingernail. This however is quite a hard stone

Well, I'll assume fossils don't occur in pipestone, but I'd have to check to be sure....

Edit: hmm, I'm not familiar with this, but this older reference states shell-like fossils were found in pipestone. They seem to be describing a type of brachiopod:

Here is some Ohio pipestone. That looks like a fossil. Best you get better pics of that thing.....

Yeah, I thought crinoid was a possibility as well, such as a piece of a crinoid's arm. For those unfamiliar, here is a crinoid fossil, showing the stem, and the crown with arms. Without better photos, it might be hard to identify, given how small the piece really is...

I agree, it's almost impossible with the photos. I posted a picture of an effigy pipe I found online. It was the only possible design match I could find that was made by NA. The op seems to be certain it's not a fossil but it really looks like one.
