Strange musical reed, what instrument?

I dug this strange reed the other day. It has the same little metal things as a harmonica reed, but there are two sets, one on each end and they are placed on opposite sides of the metal part. The base looks to be lead. It is 2 14/16" long.
Any help would be greatly appreciated.

That is a Civil War era 3-reed concertina reedplate. Each three reed group is a chord.

I collect old button accordions.
Your photo shows the treble end (on the left) and the bass end (on the right) of an early 4-stop
button accordion.
The 3-reed plates you found seem to be a match for the ones in the photo.
Because the accordion will play a note on the push, AND the pull of the bellows, the non-playing
reeds need to be blocked, so air will not be wasted flowing through them.
The brown strips you see covering part of the reed plates are the valves that do this. They are made of leather, later made of teflon. You can see them doing the same job on the treble end, covering single reeds.
Where did you find the photo? I would be interested in identifying the acccordion.
