Strange decorative sleeve

Found this strange piece today. My wife suggested it may be to a ladies hand held fan, but it only measures about 3.5 inches by .5 inches and I believe the opening is too small to contain a fan. Looks like small metal piece on the end would move at one time.

All the straight razors I looked at have a slender mostly curved handle.
