I know it's not, but it reminds me of a paint can opener. Some kind of prying tool...(?)

Yet it also looks like it was attached to something curved/round.

If I found it in Virginia (or something of the same shape, maybe not as ornate) I’d say it was a handle off a pot/pan/cooking utensil

Looks like it may be a mediaeval strap end, used to prevent clothing and legging straps from fraying or curling, and to add weight such that they hung attractively. There are a myriad of different forms but, if you Google the term, you may find similar examples.
