Strange Coin

I found this strange coin while metal detecting in an old park. Upon first seeing it, I thought it was a roughed up dime (same size), but upon closer inspection, the profile of the figure was somewhat different than that of FDR. I cannot make out any writing on front of back. Can anyone help identify it?

can ya clean it up a bit?

and it does seem the same to me---but maybe his face was flattened just a bit to slightly change the profile?
