Square Iron Objects

Found about 15 of these. Not exactly sure what they are. They are iron and have a certain shape cut out of them. Thought they were buckles at first, but now I'm not so certain. Any help would be greatly appreciated.

I would guess elevation shims for farming implement

yeah, some sort of shim... I've seen a lot of similar ones near railroad track for some reason
