Solved: Was this made from an 1899 dime?

This ring was made from a US coin dated 1899, but it doesn't look like the barber dime because you can see both eyes of the figure.

Could this have been made from another denomination coin?

Is melting silver legal? Yes, so I suppose defacing a silver coin is also legal.

AFIK, a silver penny or nickel was never minted, lol!

The last silver nickels were minted in 1945, however, in previous years, the half dime, and three cent pieces were also silver.
