looks like a wood carving tool, if it was for leather, you could hit it with a hammer to make the mark in the leather, it didn't look like it had that kind of handle. Good luck

This could be a (plenty old) old dental tool for tooth (molar) extractions.
It seems a little large for human dental care, but you cant rule out vet tools.

Could be a medical tool of some sort and from the 1800's fer shur. Whatever it is, it really is interesting.

Arkie John suggested dental tool, so I searched and found a Dental Burnisher. Unfortunately, I was unable to open the larger image on e bay. Also, ran across the wording of Leather Burnisher, no pics though.

I do both wood carving and leatherwork...and in my opinion its a leather tool...

and only about 50% of leather tools are stamps...this is a burnisher...
