More than likely a button hook. It probably had a steel shank with a hook ion the end.
Nice victorian item. Also Sterling silver. That should be written on it some where.

I think its a letter opener. I found this one on ebay that has a similiar design on the throat of the handle......

They all had the same basic style handle, flowers, etc. Uses were anywhere from button hooks,(the most common) to letter openers to a number of different pics-- like nail picks to scrapers. So what it held will be a mystery until the other piece is found.
