For a coin with little to no value, I say go for it. I clean many of my coins as I collect them for ME... never to resell.

I don't find a round flat rock entertaining. I bring that thing down the the workshop, fire up the drill press with my wire brush attachment, and make that baby SHINE!

Though, in your case, looks like the coin is starting to fall apart. Might flake apart more if you clean it.

Yes, that's exactly right. It looks good now, but won't if it gets messed with.
 

Me personally, I clean all non key date coins just to make them look nicer in my display case. As for your IH, I'd try to clean as much dirt off as possible and leave it alone. Chances are, if you try to clean it to extensively you'll end up cleaning off detail.
