Shell end tong thing. Old grabber or 1960"s roach clip?

This is a recent water find. It measures 1 3/4" long and the shell is 5/8" wide. It was found with some early 1900's stuff so I believe it is from the same time but it's hard to say. It is made of heavy brass. What was this thing made to hold? The last pic is with the flash so it is a bit bright. Any input will be appreciated. DD. MVC-771F.JPGMVC-772F.JPGMVC-773F.JPG
 

I think it might be some kind of hair clip.:icon_thumleft:

Might be a vintage paper clip, page holder seeing how small it is.

Here is one similer in design to yours. Looked these up, there are a lot of different designs for paper clips. Everyone was reinventing it. :)
