If you want to do some research to see what the dangers are regarding diving in shallow water, Google "shallow water blackout". Doesn't take much to get into trouble even at 10-20 feet.

shallow water blackout is a problem with breath-hold, deep free diving. It's not an issue scuba or hookah divers worry about

Scuba certification should be standard for any breathing of compressed air underwater. The only case of non-certified use would be for supplied air snorkeling where the user cannot submerge due to the buoyancy of the system. How many know that standard dive tables are no good above 1000' sea level? Yes, you can work in the ocean at 20' all day with no worry of DCS, BUT...that doesn't hold true above 1000'. Do it at 2500' in a mountain stream, and you're going for a ride in a chamber. These are things that certification was made to prevent, due to all the accidents that newbie divers were having.
