its a refill dispenser for a shaving handle...1970s is my guess

That's a dispenser for blades for a Schick Injector Razor (originally called a "repeating razor"), the concept and design has been around since the 1920s and work so well production lasted well into the 1980s, the injector style of razor has been produced by at least 4 different companies.

The guide bar of the dispenser would slide into the back slot of the razor and then you would push the slide and a new blade would be pushed into the razor and at the same time eject the old blade, which would then be disposed of by putting into the the "Used Blades" hole.

Many people still used these types of razors and blade refills can still be purchased, but now made in China.
