scary face thing ????

I found this thing at an old housesite today and I was hopeing someone could give me any info as to what it may be.It's brass about 3-4 inches long has a man ?? Lion ?? head desighn with a hook at the bottom and a ring on the back.My Dad thinks it may be off of a horse harness.Thanks !

Thanks for all the replies y'all.I dont see any marks were it was welded or otherwise attached to anything.The "crown" looks more like a "plume" ? the more I look at it.Cant tell if it's a person or mabey a lions head.I'm going to try and clean it up some more and see if that helps.
