Scalloped Tag - What is it?

Hey everyone,

I found this tag in some parking strips last week. Oldest things in the immediate vicinity were from the 40s but I've found coins as old as the 1890s in the greater area. Any clues as to what it is?

"B.A. Co
WG-708"

Does not seem to have the correct info for a dog tag, looks right, but wrong info. I thought it was BA County, but I can not find a BA County. Every dog tag I've ever seen has the word "dog" on it.

It's a tool tag, the company had the initials "B. A.", Co. stands for company. The number IDs the tool's spot in the case.

I assume the back is blank.
