Sag - foreign help!

I bought this coin at an auction this evening. I don't know what it is, where it's from but I was guessing that it might be silver. I paid $1 for it, $1.10 after commission and taxes. The auction place said it was Russian but the interweb thingy said it might be Greek. Can you shed some light on it? It says it's a 1964 if it didn't come through in the photo.
