None of the examples in the article match this example. This is an early 19th century item and the items in the article are 17th and 18th centuries. If you search “Sherman on his horse” you’ll see a civil war era photo which shows these items on the horse’s head, at the end of straps on the bridle.Here's a good read of leather mounts/decorations
