Rusted metal object

I found this rusted metal item while I was digging a creek panning, was probably about 3 deep hole when o dug it up. Has like an R on it and above the R on the back I think it reads 208 or 206. Front has some sort of maybe a rope type substance in the middle, although it seems just as hard as the metal itself. Any ideas?
