RF Letters in Brass??

Hello guys and gals. I have a what's-it for the experts[emoji106]. I found this in a park where I have found numerous military buttons and some different items from WW1 timeframe. The letters are RF and are made of brass. I was thinking they could be some kind of collar adornment. I am not familiar with RF in the military so I may be way off. Definitely not military.

It used to be quite common for people to wear their initials such as this. Looks like something that was supposed to be attached and not taken off. Kids also get cheap brass jewelry sometimes. Young kids don't know (or even care) about the difference between brass and gold.

Have also seen things attached in this way to musical instrument cases -- even luggage.

I guess it could be off of a jacket but it is just odd. There aren't any high schools around with these initials. It had to go on something heavy duty because the spike fasteners look heavy duty. The letters are very small.

Yes those are heavy duty tabs for leather or something thick like a luggage bag. You said you were finding WWI items thats why I thought the French Republic, but I couldnt find a match. How small is it? You gotta put something in the photo for size reference.
