Religious Thing

My buddy found this the other day at an old site (early 1800's). No idea what it is or what it did, seems to be some kind of bronze or similar metal. It's roughly 1.5" long. Any ideas?

I dont understand the holes on the bottom but could it be an antique pipe tamper?

looks like a bell handle, the hole would be for the clanger to swing from
