Please understand that I am from Florida & writing on a subject I know nothing about. St. Louis Refrigeration and Cold Storage is/was a huge brick building on the North Riverfront. Perhaps the tag was on a personal bin or basket to keep your frozen meat seperate from another customers?

Hi, I own an old tavern in St Louis and I have found plenty of those over the years in the basement. I was told by old timers that the city used to inspect all refrig., furnaces and water heaters in commercial buildings and those are the tags they would put on them. Tom

I worked for a cheese processor and all our machinery had ID tags with different numbers on it for inventory purposes. They were identicle to your tag. When the plant closed, new tags were put on the machinery before it was stripped down to be moved.
I drove the maintainance guys crazy...kept removing them as they put em on. We wern't happy about the plant closure.
