Crude scrappers are indicative of Mousterian and pre Mousterian cultures associated with Neandrathals approx 40,000 YBP.
there were no significant cultures here in North America until around 12,000 YBP
much of this is debatable with the introduction of new finds, however, it is most likely not a stone tool.
the majority of tool finds in North America exhibit a highly refined technique in their manufacturer.

It looks broken to me, not worked. JMHO

Could be. The uniformity around the edges with a smooth surface just seems odd to me, but at least I have another piece to put in my rock garden.

It looks like a tested, discarded preform to me. They were trying to make a turtle back. Taking flakes off the hump side in an effort to thin it. Material looks way to hard to successfully knap. It could have then been used as a scraper or other use before it was pitched. Gary
