Definately an artillery emblem as the crossed cannons is still in use today by some units.

By the size/detail of cannons I would have an educated guess at or near WWI. Could be worth a healty sum if the 16 reg. at time was rare.

I am almost positive its from ww1 or ww2. I have a few similar ones from that period.
