I think more likely a type of Sword hanger, than a buckle :icon_thumleft:

It looks to be the hooks from a leaded back buckle. Kinda the the arrows of a US plate. Nice find

I have this book and it says its a buckle but idk its kinda smaller

Your buckle find is in fact the hook portion of an oval U.S. regulation waist belt plate. These hooks are the arrowhead style, and from the back of a stamped brass U.S. waist belt plate, with solder filled backing. Originally these hooks were held in place during manufacturing, by pouring molten solder into the thin stamped brass US plate face, and around the hook device. Occasionally portions of Civil War era accoutrement plates (cartridge box, waist belt, cross belt, etc..), are found where the solder backing has been heated (melted) and removed for some other use.

The rarely seen late Civil War period buckle, that is a rather simple device of merely utilitarian hooks, and that has been mentioned as being listed in a reference book in this thread, is undoubtedly the Mann's Patent Buckle, ca. 1864. The find post above though, is most assuredly not a Mann's Patent Buckle.

Here in the link below is a Mann's Patent Buckle for comparison (fourth item down). The second plate shown on this link page (US oval), carries the same arrowhead style hooks as seen with this recent buckle find posted above.
