My first Cousin once removed being awarded the Navy cross. I would sure like to know who is presenting it to him but I do not recognize him. The sleeve insignia looks like a Rear Admiral.

He was a pre-med student prior to military service during WWII. He was a US Navy Hospital Apprentice 1st Class (corpsman) serving on Guam. During the fighting he received a severe head wound, however continued to tend to other badly wounded soldiers until the loss of blood caused him to lose consciousness. The wound resulted in the loss of one eye and 80% loss of vision in the other eye, ending his ability to follow in his father's footsteps as a medical doctor. As a result of his actions under fire, the US Navy awarded him the Navy Cross, the second highest award for bravery just under the medal of honor.
