Railroad tag. Is it for luggage or an ID

I dug this tag, on the front it says Thos. Temple Garfield Utah. The back is stamped B-G-RY. What I have found so far is that Thomas Temple was the accountant fit this small minor railroad from 1918 - 1920. The name if the railroad is Bingham and Garfield Railway.

I would like to know two things. Do you think this is simply a personal luggage tag our could it have been a ID for this guy? I also want to know about how much it is worth?

I think the best part is it being stamped with the railroad name in the back. That railroad was mainly used to haul ore from the mines to a smelter in Garfield which is now a ghost town.

My wag would be that it is his own personal luggage tag .. or perhaps even a key fob, probably issued to him by the railroad. Anything associated with a railroad has "value" but trying to determine a fair value might prove to be difficult.

That is a cool piece and maybe museum worthy! I'd check with a local curator of a history museum.
