Question on Sailor Changing service to Infantry in CW

Doing research for a fellow tnet member but this confuses me

George C Hunterson signed on as cabin boy for 3 yrs on May 25th 1861 per United States Naval Enlistment Rendezvous, 1855-1891

Then He enlisted in the Pennsylvania Volunteers 114th Regiment –
Company C. On 7/25/1862

No mention of transfer on records I could find.

Was this usual switching Service branch at this crazy time?

Strange things happen in the military. I read about a cavalry man the had his horse shot out from under him. He could not get another horse so they transferred him to the infantry. Maybe they found out the cabin boy couldn't swim! Gary
