Can’t tell the size, but maybe an insense pot lid.

MAYBE COULD BE A PART FOR A SNAP BUTTON JUST A GUESS DON'T KNOW WHEN SNAP BUTTONS WERE INVENTED...

I don't know, but that little opening leads me to picture in my mind it being a type of salt, pepper, spice dispenser of some kind. Looks 19th century, but if you can also show a picture of the other side it's sitting on that might be additional help in solving it.
