Possibly Birmingham? But need help with hallmarks metal/purity

This is what looks like a silver color fruit knife from Birmingham but I am having a difficult time with the first and last hallmark to identify metal type and purity. Thank you.

Its not Birmingham, I can tell you that much. don't recognise which countries hallmarks that is.

While the Anchor mark is a Assay mark of Birmingham, they are pretty specific in the shape around the Anchor, none of the variations I've seen have a rectangle around it.
