Possible watch fob ID needed

I went out today to an 1800s site and found what I think is a watch fob.
At first, I thought it was a dog tag but after cleaning, it appears to be a watch fob.
It appears to have a image of a belt around the outer edge.
The loops at each end have me puzzled and not sure if these loops were on Fobs.
Maybe is is a dog tag?
Any ideas as to age?
