one of the words (below the drawing) is “xuan”. Vietnamese for “spring”; Chinese for “to declare”. A few other words are Vietnamese. highly doubt the KGC were...[h=1][/h][h=1][/h]

I wondered about a personal zodiac type thing. But no bell rings looking at the figure/character. Vietnamese I know run them quite similar to Chinese zodiac.
Snake? Dragon?

It would more likely be Tet. Or one of many festivals souvenir type item (?)
Even a wedding announcement is not out of the realm of possibility..
We need a translator maybe.....
