Possible bracelet? Possible buckle? Help!

So I believe this is a copper buckle bracelet, but I cant find any more information about it. It was the very last thing I cleaned and I wasn't expecting that floral pattern to pop out. I would love to know more, maybe an age range?

The first buckle is a shoe buckle right? But i'm stumped on the second one, can't find anything like it, kinda doesn't even look like a buckle with the side attachments.
 

How long is it? It looks somewhat like the buckle on the right might have once been a part of it. If the detached end of the "belt" looks like it was separated when the two tabs broke and if they broke unevenly they might appear farther apart than originally located. Were any of these components found close together? It really looks like the belt was originally keyed into the right hand buckle. That doesn't mean that the buckle secured the free end of the belt but that perhaps three's another piece yet to be found. I once purchased a short silver belt with polished semi precious stones, which I later found were from Afganistan in a style that was popular in the fifties and sixties tourist markets. The original US owner had been a Military Man and was stationed for sometime in that part of the world. I couldn't imagine what man or woman could have worn a belt that short, 13 or 14 inches. Then one day I was watching a documentary about middle eastern archaeology and one of the local experts was wearing a western style hat with a silver and polished agate hatband. Voilash! (I know that's wack but I had a friend that used to say that!). So, I am going out on a limb here to say that this may have been the centerpiece of some 18th century ladies posh hat. Not Pilgrim because they were plain folk but a proper English born lady of considerable status. Just because an old artifact like this leaches green doesn't mean it's not silver. I've cast things out of artifact silver that leached green residue if was left unpolished for a while. No doubt inferior sterling but considered as such at some time. My research has told me that these silver pieces were processed before our modern processes for refining silver were perfected.
Thing about it is what kind of bracelet would stand up to being bent and twisted every time you wanted to wear it? But as a hat band, it never needed adjusting unless you had a radial skull fracture, (Usually fatal,Not relevant).
I'd recommend a content check by an accredited professional and that you put your pirate face back on and look for the other end. AAArghhh!

Here's some closeups. I think your right that they go together, I think they were somewhat close too but I didnt think anything of it at first because the design wasnt visible. It's 7 1/2 inches long. The hat belt is a good idea but idk, it keeps showing me leather ones when I try to look it up. why couldnt there be some writing :(

About the material, I thought copper because of how bent/somewhat flexible it is, and there are some reddish/pink spots after cleaning it more. "Buckle" part might be brass, it has more yellowish/gold on the back of it.

I'll definitely be back to the spot and try to find some more parts to it.

We found a chinese Lohan coin today from when they built the railroad right next to this spot, so it could be pretty old..

Also found another buckle thing exactly like that one, so I'm not entirely sure they went to the belt piece

So, If my math is right the band plus the two floral pieces would be about 10" long? That alone would allow for woman's wrist over 3' in diameter. You would think that the floral pieces would be the central element of the bracelet and the missing part of the band might be as long as 3". That would make the bracelet almost 4" in diameter. If the missing part of the band is as long as the part you have that would make the total length around 17" which converts to a 5 1/2" circle. Too long for a bracelet. Probably too short for a hat. A really fancy dog collar? Woof!
